Eyelash Technician Registration
On April 3, 2023, Governor Hobbs signed into law HB 2550 which adds a new registration for eyelash technicians. The proposed rules were approved by the Governor's Regulatory Review Council on March 5, 2024.
Effective September 14, 2024, licensed aestheticians and cosmetologists are no longer required to register as eyelash technicians.
A new amendment now allows aestheticians and cosmetologists to perform eyelash extensions once again. This amendment passed and became law on September 14, 2024. If you are a licensed aesthetician or cosmetologist who registered and was approved as an eyelash technician, you do not need to renew the registration when it expires in two years. No refunds will be issued for the period when the registration was required by law to provide eyelash extension services, which lasted over 4 months.
Current Licensed Aestheticians and Cosmetologists who do Eyelash Extensions
Effective September 14, 2024:
- Arizona-licensed aestheticians and cosmetologists do not have to register as an eyelash technician. Licensed aestheticians and cosmetologists can perform eyelash extensions.
If you are not licensed as a cosmetologist or aesthetician and are currently doing eyelash extensions:
For individuals not previously licensed by the Board, one of the following:
- A copy of any eyelash extension training certificate of completion received before October 30, 2023; or
- A copy of the provisional registration (proof of completion) required under A.R.S. § 32-519(A)(3) verifying the successful completion of a Board-approved eyelash technician training program. (A provisional registration is a Certificate of graduation).
If you took a course between October 31, 2023, and May 3, 2024, that course will not count. You will need to take a course from a board-approved training program.
Documents/Items Needed for the Application:
- Proof of high school education: Transcript demonstrating at least two years of high school education or a high school diploma or equivalent
- Provisional registration certificate you received upon completion of your training
- Proof of citizenship/legal residency: This needs to be a document that has a photo on it. We recommend using an Arizona-issued license after 1996 or a passport. States for which licenses are not acceptable are: Hawaii, Maryland, Massachusetts, Michigan, New Mexico, North Carolina, Oregon, Texas, Utah, and Washington, as these States do not verify lawful presence in the United States.
- 2x2 photo that will be placed on your registration. Must be against a white background from the shoulders up. No filters.

It can take up to 4 weeks for a completed application to be processed. If any additional information is needed from you, you will receive an email from the licensing portal indicating what we need from you and to log back into the portal and upload the additional information.

Applicants will need to apply for their program to be recognized as a board-approved training program.
An eyelash technician program will need to provide quality equipment, tools, instruments, materials, and supplies. A program would need to offer the following minimum equipment and supplies:
- Sufficient instructional equipment and facilities for instructor and student use
- A covered, wet disinfectant container
- EPA-registered disinfectant
- Sufficient sinks with hot and cold running water
- Separate receptacles for garbage and soiled linens
- One chalkboard or whiteboard
- Functioning time display
- A wall mirror
- Sufficient mannequins
A program will require a qualified instructor who is a Board-licensed cosmetologist or aesthetician, or a Board-registered eyelash technician.
Ten (10) hours of preclinical theoretical instruction in:
- Eye structure
- Function and disorders of the eye and orbital areas
- Eyelash growth cycles
- Contraindications and allergic reactions
- Infection control
- Eye shapes and eyelash evaluation
- Product ingredients
- Health and Safety
- Board statutes and rules
Twenty (20) hours of clinical instruction in the application of eyelash extensions, including:
- Client consultation
- Design
- Cleansing the eye area
- Conducting a patch test before eyelash extension service
- Applying eyelash extensions
- Removing eyelash extensions
After individuals complete the training, they apply for the registration. No testing is required since it is a registration and not a license.
Documents/Items Needed for the Application:
- Citizenship document (Arizona-issued driver’s license after 1996 or passport).
- Instructor in Charge: Name and license number
- To qualify to become a board-approved training program, the instructor must be licensed as an aesthetician, cosmetologist, or a registered eyelash technician.
- Instructor Verification letter: A notarized letter from an individual who is licensed or registered with AZ Barbering and Cosmetology Board who has personal knowledge of the instructor's work and can verify the instructor has practiced as an eyelash technician for at least 30 hours a week for at least two years.
- Provisional Registration: a copy of the Provisional Registration (certificate of completion) that will be provided to students to demonstrate completion of the training. The Provisional Registration must have the following items:
- Name of the trainee
- Name of the approved training program
- Address of the training program
- Name of the person responsible for the training program
- Name of the instructor in charge of the training program
- Total number of hours of training completed
- Dates of training

Frequently Asked Questions
If you hold an aesthetics or cosmetology license in Arizona, you do not need to register and the timing of the course does not matter. If you are not licensed in Arizona as an aesthetician or cosmetologist and took training after October 30, 2023, it will not qualify. You must take training from a board-approved training program to qualify for the license if it was after October 30, 2023.
Yes. If you completed training before October 30, 2023, you qualify for the registration. You will need to provide your eyelash extension training certificate or certificate of completion to show proof that you received training.
No. We do not offer reciprocity or a transfer of a license because the eyelash technician registration in Arizona is not a license.
Yes. You do not need to register as an eyelash technician if you are licensed in Arizona as an aesthetician or cosmetologist. Your license must be in Active status.

No. The definition of eyelash technician (A.R.S. § 32-501(9-10):
(a) Means applying, removing, and trimming threadlike natural or synthetic fibers to an eyelash.
(b) Includes cleansing the eye area and lashes.
(c) Does not include applying eyelash enhancements that are tattoos, color agents, straightening agents, permanent wave solutions or bleaching agents to the eyebrow or any other cosmetology service.
You do not need to have a board-approved training program if you teach eyelash extensions as part of your aesthetics or cosmetology program.
If you would like to offer a program to individuals who do not want to get an aesthetics or cosmetology license and only want to do eyelash extensions, then you must be a board-approved training program.
